I bought a vehicle that had the windshield busted out and taped over with commercial grade plastic wrap. The previous owner didn't get the tape residue off. it has been on there for a few months now. I don't want to damage the paint but i want the sticky off. any ideas?

Since you've tried harsh chemicals, you have possibly made it permanent. I recommend 3M Adhesive remover. If that doesn't touch it, then go to the local autobody supply shop and purchase the magic eraser wheel. Its kinda like a hard pencil eraser that fits on a drill. Using a slower speed, it should remove any adhesive and tape. If you run the drill full blast it will eat the paint off. Before chemicals or the eraser wheel, pull the car in the shade and let the metal cool off before proceeding.How do I get tape residue off of auto paint?
If it's factory/urethane the you can use lacquer thinner,go slow and easy with two rags,one wet with thinner and behind it with a dry rag.
Lacuer thinner will rewet lacquer paint and wipe it off,and can wrinkle enamel that was used with bad or no hardener.Niether of those paints have been used for many years by automotive manufacturers.
The gas and bug and tar remover will work if left on long enough.Try soaking it with gas using towels that will keep it wet for a few hours.Or charcoal lighter fluid,soaked on the surface for a few hours will loosen it.
I would try spraying some wd-40 on it let it soak in for a min. then scrape it off with a plastic putty knife.
