The machine is called a spectrometer.





You need primer/surfacer to fill and level any rough areas,otherwise if painting over a lightly sanded previously painted area it's not needed.Unless painting over bare metal.
yes you need a primer before you put the color.


Prepare the car by rubbing it down,sanding plus primer,mix the paint with thinner,get your spray gun and make it new.
have a body shop do it...


if its just the clear coat scratched thats causing discoloring, wet sand and buff with a fine 1000 or finer grit


if tht dosnt work try auto zone because they have close to the same color matching touch up pens and brushes for all makes and model cars
not sure on the machine, i think it is called the internet. but if it is just touch up then no need for primer but if your repainting a decent area i would recomend sanding down and then repainting. if it is in really bad shape then: sand, primer, then paint
All depends on how big the area is that needs ';touched up';.
