If you are just spot cleaning, try using WD-40; it works well to clean the mineral residue off. If you want to do the whole car, you probably need to use a car polish/wax to get a good job.
You need to get a thing called wax and wax the car. this will remove water spots and help prevent them reappearing.

CLEANER WAX. Be sure you purchase a wax classified as a cleaner wax. Some waxes are simply polishes but a cleaner wax is formulated to remove water spots, and other contaimanents in the paint. McGuire's makes an excellent 3step wax with cleaner polish and sealer.
Most likely the water spots you are referring to are cause by hard water %26amp; acid rain.

You can try buffing your car with a suitable base coat clear coat wax ,If you get the desired look just finish with a good polymer paint sealant.
